Oman has become one of the most attractive places in the Gulf to start a business: a strategic location, investor-friendly reforms and — for most activities — 100% foreign ownership with no local partner required under the Foreign Capital Investment Law (FCIL).

Step 1 — Choose your legal structure

  • Limited Liability Company (LLC): the most common vehicle for trading and services businesses.
  • Sole proprietorship: for individual practitioners in permitted activities.
  • Office of a foreign company: for foreign entities executing contracts in Oman.
  • Free-zone entity: in zones such as Salalah, Sohar, Duqm and Al Mazunah, with their own incentives.

Step 2 — Reserve the trade name and prepare documents

Reserve a trade name through the Ministry of Commerce, Industry and Investment Promotion's Invest Easy portal, then prepare the constitutive documents — shareholder details, the company's activities and capital structure.

Step 3 — Commercial registration and chamber membership

Obtain the Commercial Registration (CR) and register with the Oman Chamber of Commerce and Industry (OCCI). Your CR defines the licensed activities the company may carry out.

Step 4 — Activity-specific licensing

Depending on your sector, approvals may be needed from municipalities or regulators (industrial, tourism, financial, health and so on) before trading begins.

Step 5 — Post-setup registrations

  1. Tax registration with the Oman Tax Authority (and VAT registration once thresholds are met).
  2. Registration with the relevant social protection scheme for employees.
  3. Labour clearances and visas for expatriate staff.
  4. Corporate bank account opening.

How long does it take?

A straightforward LLC with standard activities can be registered quickly — often within days once documents are in order. Timelines extend where sector approvals, special licensing or foreign corporate shareholders are involved.
