Value Added Tax has been part of doing business in Oman since April 2021. At a standard rate of 5%, it is one of the lowest VAT rates in the world — but the compliance obligations are real, and the Oman Tax Authority actively enforces them.
Do you need to register?
| Registration type | Annual supplies threshold |
|---|---|
| Mandatory registration | Above OMR 38,500 |
| Voluntary registration | Above OMR 19,250 |
Businesses whose taxable supplies exceed the mandatory threshold must register with the Oman Tax Authority. Voluntary registration below that level can still make sense — for example, to recover input VAT on significant purchases or to look established when dealing with larger customers.
What is taxed — and what isn't
- Standard-rated (5%): most goods and services supplied in Oman.
- Zero-rated: categories including exports, certain food items, medicines and medical equipment, and international transport.
- Exempt: categories including certain financial services, healthcare, education and residential real estate transactions.
Classifying supplies correctly matters: zero-rated businesses can recover input VAT, exempt businesses generally cannot.
Filing and payment
VAT returns in Oman are filed quarterly, with the return and payment due within 30 days of the end of each tax period. Returns are filed electronically through the OTA portal, and your books must be able to substantiate every figure — invoices, credit notes, imports and reverse-charge entries included.
Common mistakes we see
- Registering late after crossing the threshold — penalties apply from the date registration was due.
- Issuing non-compliant tax invoices missing mandatory particulars.
- Missing reverse-charge VAT on imported services.
- Recovering input VAT on blocked or exempt-related expenses.
- Poor record-keeping that collapses under an OTA audit.
